Born in Madurai district, Tamil Nadu, V. Karthikeya Pandian completed his schooling in Neyveli. His educational journey led him to a BSc in Agriculture from the Agriculture College and Research Institute in Madurai. He furthered his academic pursuits by pursuing post-graduation at the Indian Agricultural Research Institute.

In the year 2000, he successfully cleared the UPSC examination and embarked on his remarkable journey in the Indian Administrative Service (IAS).

 

Dedicated Public Service

 

Karthikeya Pandian's public service began as a Sub Collector in Dharmagarh, Kalahandi district. Over the years, he took on roles of increasing responsibility and served as a Collector in Mayurbhanj and Ganjam districts, showcasing his commitment to the betterment of the community.

 

In May 2011, he assumed the pivotal role of Personal Secretary to Odisha Chief Minister Naveen Patnaik, a position he held for an impressive 12 years. 

 

Notable Achievements

 

- Education Transformation: Karthikeya Pandian played a key role in transforming schools and renovating temples in Odisha, enhancing the state's cultural and educational landscape.

 

- Sports Hub Creation:He contributed significantly to turning Odisha into a sports hub, including hosting the Hockey World Cup 2023, which showcased Odisha's rich culture and hospitality on a global scale.

 

- Healthcare Initiatives: His efforts extended to the conversion of SCB Medical College into an institution akin to AIIMS. Furthermore, the 'Mo Sarkar' program emphasized citizen-centric governance, providing health insurance, especially for women.

 

- Irrigation Project : Karthikeya Pandian expedited long-pending irrigation projects, addressing critical infrastructure needs in the state.

 

National and International Recognition

 

His accomplishments garnered national and international recognition, including:

 

- National Award from the President of India:For his effective rehabilitation of the Public Works Department.

 

- Hellen Keller Award: Acknowledging his exceptional contributions to society.

 

- National Award from the Ministry of Health and Family Welfare: In recognition of his work for individuals with AIDS.

 

- NREGS Innovations:  He introduced a model for direct benefit transfer of wages to NREGS workers, which was extended and implemented nationwide. His district, Ganjam, received the National Award for MGNREGS twice from the Prime Minister of India for being the best district in the country.

 

Elevated Responsibilities After Voluntary Retirement

 

Following his voluntary retirement from the All India Service, Karthikeya Pandian was appointed as the Chairman of the 5T (Transparency, Technology, Teamwork, Time, and Transformation) and Nabin Odisha program. This appointment bestowed upon him a position equivalent to that of a Cabinet Minister.
